56 apartments planned for West River in New Haven, many below market rate

NEW HAVEN – A new rental development in the West River neighborhood will provide housing for those with below-average incomes, according to the NHP Foundation.

The $ 24.2 million development will include 56 apartments, many of which are below market rate, as well as a clubhouse, cafe and bakery, indoor parking, playground and community kiosk, according to a statement.

The development, in conjunction with New Haven and City WRSHIP, will rise on the block bounded by Ella T. Grasso Boulevard, Legion Avenue, Tyler Street and North Frontage Road, and will include the International Peace Garden which was created in 2011.


WRSHIP is part of a national movement of self-help investment plans (SHIP) organized by African Americans, who pooled resources to increase development, after being turned down by traditional banks and financial institutions, according to the press release.

“The project represents the first new home to be built on a large expanse of land in New Haven that has been vacant for more than four decades,” said Anthony Dawson, president of WRSHIP, in the statement. “It is also a major step towards the inclusion of the African-American community of New Haven in major economic enterprises.”

“The City has devoted considerable energy to reconnecting its downtown area with surrounding neighborhoods,” Mayor Justin Elicker said in the statement. “By revitalizing the Hill and West River neighborhoods into a mixed-use neighborhood combining new homes with retail and entertainment venues, pedestrian streets and public spaces, this new development complements work already underway. I couldn’t be more excited about what this means for our city.

Apartments will be offered at 30, 50 and 60 percent of the region’s median income, as well as at market rates. The project received $ 13.2 million in federal tax credits from the Connecticut Housing Finance Authority and a $ 4 million loan from the Connecticut Department of Housing. The Housing Authority of New Haven will provide vouchers to house former homeless people and those earning less than 30 percent of the median income.

The development will be energy efficient and will include solar power installations. Designed by Ken Boroson Architects LLC of New Haven, construction is expected to begin in the spring of 2022, the statement said.
